If possible you should avoid using PDF files on your site. This is because the content inside a PDF file is not in HTML. Most search engine spiders can't read HTML and therefore will not find the content on your PDF. This is why it is a waste of time to SEO a PDF as well.

There are some search engines that can read PDF files but they can’t be counted on as they are in the early stages of development. Also they often can’t read more then the first 900 or first 1000 characters. If you do want to spend time optimizing a PDF then that is where you should place your keywords in the content of the PDF file. It is likely that the search engine spiders will pick up on the headers and titles in your PDF file first so make sure they are optimized with keyword phrases. This often uses up your 1000 character quota but it does it in an efficient way as the entire contents of an ebook, for instance, could be picked up by a search engine in this way.

The solution to having a PDF page on your site is to give it a keyword optimized metatag in the same way that you would optimize any of your other web pages. You can also try creating an HTML-formatted abstract of the PDF and linking it.

In terms of general SEO strategies the main purpose of a PDF is as a way of bringing leads to your site. It is not really a document that is intended to be sitting in PDF form on your web pages in the first place anyway. Optimizing its contents may be as simple as optimizing the anchor tag that leads to that particular page with a few well expressed keywords or a dead on commonly used key word phrase.
